Wykluczenie społeczne niepokojącym zjawiskiem nowoczesności
Abstract
Społeczeństwie, w którym egzystuje współczesny człowiek , jest nie tyle trudne co bardzo złożone. Dlatego też wiele ludzi nie radzi sobie z różnymi trudnościami natury osobistej i społecznej. Wielu z nich doświadcza wykluczenia społecznego definiowanego jako efekt różnego rodzaju upośledzeń społecznych, wskutek których jednostka lub grupa nie może w pełni uczestniczyć w życiu gospodarczym, społecznym, ekonomicznym i politycznym społeczeństwa do którego należy. Podmiotem wykluczenia społecznego jest przede wszystkim jednostka, która na drodze realizacji własnego humanitas została wykluczona w sposób przez siebie zawiniony, lub doznała wykluczenia z powodu słabej polityki państwa. Do najważniejszych problemów lokujących się w obrębie wykluczenia autor zalicza: niepełnosprawność, bezrobocie, bezdomność, uzależnienia, samotność i ubóstwo.Przywołane powyżej obszary wykluczenia zostały scharakteryzowane, oraz podjęto próbę wskazania pomocy jednostkom, które stały się ofiarami wykluczenia. Podstawową instytucją pomagającą tym osobom jest instytucja pomocy społecznej, której pierwszym i podstawowym celem jest ulepszanie życia społecznego. W ramach Pomocy społecznej ważne miejsce zajmują pracownicy socjalni, którzy jako jednostki wykształcone i kompetentne mogą wpływać na lepsze życie człowieka. Niestety współcześnie istnieją braki i niedostatki oraz błędy w zaspokajani podstawowych potrzeb zagubionego człowieka Najsilniej dotykają one grupy i jednostki najsłabsze. Wskutek owych braków w polityce społecznej oraz w jej przedmiotowych zakresach: w polityce ludnościowej, rodzinnej, edukacyjnej, mieszkaniowej, polityce podziału dochodu, zabezpieczenia społecznego, zatrudnienia - następuje erozja najsłabszych ogniw systemu społecznego. Istnieje zatem potrzeba skondensowanej polityki państwa na różne problemy społeczne, nie zawsze zawinione przez jednostkę ale przez system, w którym się ona znalazła.
The society in which today's man exists is not only hard but also complicated. That is why lots of people cannot deal with private and social difficulties. Plenty of them experiences social exclusion defined as the effect of various social disabilities, due to which an individual or a up cannot fully participate in social, economical and political life of the society to which he belongs.The subject of social exclusion is most of all an individual, who in the way of realising his own humanitas was excluded because of his own faults or because of poor policy of the country. The most important problems located within the area of exclusion the author includes: disability, unemployment, homelessness, addictions, loneliness and destitution. The mentioned above areas of exclusion have been characterised and there has been a trial to show help to those, who have become victims of exclusion. The basic institution which helps the excluded is social help, whose first and primary aim is improving social life. Within social help social workers take an important place, who, as educated and competent, can influence man's better life. Unfortunately, there are lacks and shortages as well as errors in satisfying basic needs of a lost person. They touch most the groups and the weakest. Due to those lacks in social policy and its subject areas: population, family, educational, housing, income sharing, social security, employment policy - there occurs erosion of the weakest links of the social system. Thus exists a need of condensed policy of the state towards various social problems, not always culpable of an individual but of a system, in which he/she belongs to.
